What is a Level 4 Home Care Package?

A Level 4 Home Care Package is designed to support older persons with high-level or complex care needs. The aim of this additional support is to help you stay independent, and in your own home, for longer.

This level of support is ideal for those eligible to enter residential aged care, but preferring to stay in a comfortable and familiar home environment. Level 4 Home Care is the highest package level available under the subsidy scheme, funded by the Australian Government.

A Level 4 Home Care Package will typically cover around 12.5 hours of in-home care and support each week. The actual hours in your plan will depend on the services engaged, but there is potential for a carer to visit every day.

What services does a Level 4 Home Care Package cover?

Your Home Care Package can be designed to meet your unique needs, within the constraints of your support plan budget.

The exact services you engage can vary depending on your care requirements. Services range from extra assistance with everyday tasks, to more complex care services like nursing or medication management.

At at July 2024, the Level 4 Home Care Package is worth approximately $61,440 per year. As this is based on government funding, this pricing is approximate and subject to change.

Your Level 4 Home Care Package may include:

  • Complex nursing care
  • Medication management
  • Personal care (e.g. help getting in and out of bed, showering)
  • Cleaning, laundry or other domestic assistance
  • Clinical care services (such as wound care)
  • Continence management
  • Mobility aids & equipment
  • Mobility assistance to prevent falls
  • Gardening, lawn mowing
  • Transport services, social support services
  • Meal preparation
  • Respite care to relieve a regular support worker
  • Therapies such as physiotherapy, podiatry
  • Dementia therapy or cognitive support services

The best combination of these aged care services will be whatever allows you to live independently and safely in your own home, for as long as you would like before considering a shift to residential care.

Personal Contribution

How much will I pay for a Level 4 Home Care Package?

This is dependent on the services you engage, either for yourself or a loved one needing assistance to remain living at home. For example, nursing care or other complex aged care services will cost more than basic care like shopping assistance.

The government subsidy will cover a portion of your aged care. If you would like to engage services beyond this scope, you can do so by self-funding private services.

Any Amana Living services listed in our full fee schedule are also available for privately funded care.

Home Care Package fees may include:

1. Basic daily fee

This is an optional top up, added to your government subsidy to increase the funds available in your Level 4 Home Care Package budget.

The basic daily fee is not mandatory. However, you will have less funds available in your overall care budget should you choose not to make these contributions. This can impact the range of services you are able to engage.

2. Income-tested care fee

This is a contribution where the amount is determined through an income assessment. Not everyone has to pay this; it only applies to certain conditions. Your fee, if applicable, will be based on your individual income including pension.

Full pensioners and people with an annual income of up to $33,027.80 will not pay an income-tested care fee for Home Care Packages.

3. Care management fee

This fee covers essentials from your Home Care Package provider such as:

  • A dedicated service manager
  • Incident management and investigation
  • Services scheduling
  • Financial oversight of funds
  • Sourcing and ordering of equipment / products
  • Ongoing assessment and care planning
  • Clinical governance
  • Additional correspondence or visits as necessary

4. Package management fee

This is what will help us (your Home Care Provider) cover other necessities related to the smooth implementation and ongoing admin of your aged care package.

This fee goes towards areas such as preparing monthly statements, managing your package funding, compliance and quality assurance, and administration.

  1. Get in Touch: Contact our friendly and helpful Customer Care Team to discuss what you need, and determine the next steps for your aged care assessment.
  2. Apply for Government Approval: This is the time period where you get assessed and receive your approval letter for access to Home Care Package funds. This can take 3-6 months depending on the current wait lists, and can be the most frustrating part of the whole process.
  3. Book Your Appointment: When you have been approved, you can book in with us for a home appointment with an Amana Living Client Services Manager. They will visit you in your home to discuss your plan.
  4. Finalise Your Contract: Once we have your contact signed and confirmed, Amana Living can deliver your services within 7-10 days.

If you need services during the waiting period for Home Care Package funding approval, you can explore your options with the Commonwealth Home Support Programme (CHSP).

Depending on your financial situation, you may also choose to engage privately funded services for in-home care. Self-funding will be the quickest way to receive services, as it does not depend on the subsidy approval; however, this option is entirely at your own cost.
